Many interesting angles in this photo, including the flow of water from the firefighters hose framed against the ladder and building, contrasted with the curved spaghetti junction of hoses. There is a lot going on, multiple teams of firefighters are working between the veranda, and fire escape, liaison and communication between the firefighters on the various levels, some firefighters are handling hoses.
