Salvation Army captain, Peter Roberts, and policemen, Neil Williams and Jeff Evans, re-enacting the arrest of Scottie Russell from 100 years previously to launch the Salvation Army's Red Shield appeal. They are on Sumner Road outside the Lyttelton Police Station.
