This emergency message did not go through to cellphones at the same time! Some households were unfortunate enough to have their multiple phones BLARE at them very loudly at different times, sometimes moments after another, sometimes 20 minutes later. The noise was as loud as one's phone could go, and sounded like an alarm klaxon.
